Our Mission

People Encouraging People (PEP) is dedicated to providing life-transforming rehabilitation and support services to individuals who are disabled or disadvantaged. Our services are values-based and tailored to each person’s unique challenges. We are committed to helping those we serve become accepted and productive members of the community.

About Us

PEP is guided by a strong foundation of core values and a commitment to delivering high-quality, person-centered services. Our programs span a broad continuum of care, including Assertive Community Treatment, Forensic Community Treatment, the Residential Rehabilitation Program, Psychiatric Rehabilitation Program, Health Homes, Transitional Age Youth services, Deaf Unity, Supported Living, Homeless Outreach, Group Practice, Intensive Case Management, and Housing—all designed through a holistic lens to promote community integration and independence.

We provide services across Baltimore City, Baltimore County, Anne Arundel County, Prince George’s County, Montgomery County, and Howard County.

We serve individuals facing complex challenges—ranging from serious mental illness and substance use disorders to housing instability—reflecting the full diversity of our community. Across all services, we prioritize dignity, respect, and empowerment, reinforcing the belief that with support, opportunity, and encouragement, individuals can improve their lives and contribute meaningfully to the community.

Aaron Atkinson
President and Chief Executive Officer
Aaron Atkinson
Aaron Atkinson is a mission-driven nonprofit executive with extensive experience leading organizations at both local and national levels. He is known for building high-performing, psychologically safe teams, fostering strong community partnerships, and exercising strong financial stewardship. His leadership emphasizes equity, innovation, and sustainability, driving strategies that create lasting impact for clients, employees, and communities while strengthening organizational health and long-term effectiveness. He partners closely with boards and stakeholders to deliver measurable outcomes and expand access to high-quality care. He earned his undergraduate degree from Prescott College and his master’s degree from the University of Maryland School of Social Work.

Kevin Greoski

Kevin Greoski serves as the Chief Financial Officer at People Encouraging People, where he has dedicated 29 years to supporting the organization’s mission. He oversees financial operations, including budgeting, reporting, and fiscal compliance. Throughout his tenure, Kevin has helped strengthen financial systems and guide sustainable growth. His financial leadership ensures resources are managed responsibly to expand access to vital community services and allows PEP to respond to a constantly changing business environment.

Timothy Allen-Kidd
Vice President of Services
Timothy Allen-Kidd

Timothy B. Allen-Kidd is a seasoned professional with more than 35 years of experience in the Behavioral Health field. He has held an appointed role with the Governor’s Office of Children, Youth, and Families, contributing to impactful policy and community initiatives. A trailblazer in leadership, he was the first African American male hired by Planned Parenthood of Maryland as a Center Director.  Prior to coming to PEP, he was a Senior Director overseeing the Behavioral Health programs in Baltimore City and Carrol, Harford, Baltimore counties. Timothy is a graduate of Mount St. Mary’s College and Bowie State University, bringing a strong academic foundation to his extensive career in public service and behavioral health.

Timothy believes every person is a resource that needs to be developed.

As Human Resources Director, Terry leads the organization’s people strategy, focusing on building a strong, engaged, and high-performing workforce. With extensive experience in human resources management, Terry oversees talent acquisition, employee relations, compliance, and organizational development initiatives that support staff and leadership.

Terry fosters a workplace culture rooted in accountability, collaboration, and respect, ensuring employees are supported, policies are upheld, and operations run effectively. Terry is committed to developing people, strengthening teams, and advancing initiatives that enhance both the employee experience and overall organizational success.

Tonia Stokes
Vice President of Assets
Tonia Stokes

Tonia Stokes serves as Executive Vice President of Asset Management at People Encouraging People, bringing over 35 years of experience in housing services, including renovations, leasing, rehabilitation, Section 8, PRAC 202, 811, and CoC housing. Her expertise includes grant writing, compliance, and REAC/NSPIRE standards. She is also a solopreneur known for strong leadership and collaboration. Tonia holds degrees from Sojourner Douglass College and Strayer University, and certifications as a Certified Occupancy Specialist and Certified Manager of Housing. She enjoys family, church, travel, mentoring, and the arts.

Chamberlain Diala, MS, MPH, Ph.D., is a seasoned global health leader with expertise in organizational development, local leadership capacity, and cultural competence. She brings over 20 years of experience designing, implementing, and managing domestic and international programs across HIV, malaria, SRHFP, and maternal and child health. Dr. Diala provides strategic vision, technical leadership, and mission-driven rigor to community, faith-based, government, and multilateral partners. Known for her cross-cultural effectiveness, she builds consensus, mentors leaders, and engages stakeholders to deliver measurable, sustainable results in complex environments worldwide.

Andrew Manley

Andrew Manley has over thirty-five years of commercial real estate and financial advisory experience with an extensive background in investment management, capital markets, and restructuring matters.
Mr. Manley’s background includes both advisory and principal roles and approximately $15 billion in debt and equity transactions, venture and fund formations, asset and loan sales, and loan acquisitions. He has advised numerous institutions in strategic planning, business performance improvement and merger integration initiatives, work-out and restructuring matters, asset valuations, and chapter 11 bankruptcy issues.

Serving on the Board since 2018, David is a dedicated member of PEP’s Board of Trustees, bringing more than 25 years of experience in higher education and a deep commitment to mission-driven impact. He has held leadership roles at Maryland colleges and universities, focusing on excellence in teaching and learning, closing attainment gaps, strengthening student support services, and ensuring compliance with state, federal, and accreditation standards. David also collaborates with stakeholders to develop relevant academic programs aligned with strategic goals. He remains active in the community through youth sports coaching and board service, and is passionate about expanding access and improving lives in underserved communities.

Dr. Theodore C. Osuala

I am Dr. Theodore Osuala, a seasoned psychiatrist who set out initially working in family medicine, treating people with different ailments. Over the years I found out that a particular group of patients needed more attention and care, so I went into psychiatry and I have been in it and loving it since 1996.

I started my career in psychiatry training at University of Texas, Houston and completed it at University of Maryland Baltimore. I took a fellowship training in Geriatric psychiatry with special emphasis in Dementias and other psychosomatic illness in our elderly population.
