People Encouraging People (PEP) has been providing affordable housing for individuals with limited incomes and disabilities for over 30 years. Today, the organization owns and operates a portfolio of 75 homes, including units supported through HUD Section 8 Housing Choice Voucher Program and HUD Section 811 Supportive Housing for Persons with Disabilities, as well as homes leased at Fair Market Rent.
PEP also operates nine subsidiary companies—PEP Accension, Mt. Washington, Clovil, Hampton Falls, Overly, Greater Hamilton, Dartmouth, and Plymouth—offering housing in a variety of community-based settings throughout Baltimore City and County. Within this portfolio, 13 homes and 11 townhomes support the Residential Rehabilitation Program, serving both intensive and general-level clients. These residences provide structured, supportive housing designed to promote stability, independence, and community integration.
While supportive services may be available to tenants, they are not a requirement of leasing. Our housing options include single-family homes, duplexes, and small apartment communities, all thoughtfully maintained by PEP staff. These settings create meaningful opportunities for residents to live with dignity, independence, and full participation in their communities.
To qualify for the HUD Section 8 Housing Choice Voucher Program and HUD Section 811 , you must be a U.S. citizen or eligible immigrant, have income at or below HUD’s AMI tier for your area, be part of an eligible family unit, pass background checks, and meet local PHA requirements. Income is the primary factor, but citizenship status, family composition, and background checks are also critical.

Yes. Applicants 18 and older must pass criminal background and housing history screenings. Disqualifying factors may include:
• Being listed on a lifetime sex offender registry
• Recent eviction from HUD-assisted housing
• Owing money to a Public Housing Authority
Yes. PEP has over 40 rental properties leased at fair market rates that are not part of the HUD Section 8 Housing Choice Voucher Program or HUD Section 811 Supportive Housing for Persons with Disabilities.
